Co-Chair & Associate Professor of Public Policy at Gettysburg College
Anne Douds (JD, PhD) is Chair and Associate Professor of Public Policy and a Faculty Expert for the Eisenhower Institute at Gettysburg College in Pennsylvania. She earned her BA in political science from Duke University, JD from Emory University School of Law, and PhD from George Mason University in Justice, Law, and Public Policy. She is a retired trial attorney with 20 years of experience in civil and criminal litigation. This is her fourth book concerning criminal justice policy and reform. Here recent research and consulting work include justice system evaluations, legal services program evaluations, and systems analysis in criminal justice and social support systems. Prof. Douds has received the Dr. Ralph Cavaliere Endowed Teaching Award (2022 & 2020) and the Outstanding Faculty Mentor Award for Undergraduate Research and Creative Activity (2019) at Gettysburg College.

Criminal Justice Reform (Three Volume Series)
Anne Douds’ Criminal Justice Reform is a three-volume series of timely and critically important books addressing crucial aspects of criminal justice advocacy and reform across law enforcement, the courts, and corrections.
Volume I, From Arrest to Bail Decisions, examines nine key areas of law enforcement reform:

The study of policy and civic engagement has been at the forefront of the mind of Public Policy Chair Anne Douds since her days as a trial attorney and policy consultant, as she witnessed firsthand the effects of policy-making and the importance of civil rights litigation.
